The Intergalactic Time Travel Bureau,
They are an alien race born with the ability to see
all possible outcomes to every event everyone in the universe will ever make.
They are also the first race in the universe to invent time travel.
With their ability to see all possible futures, they
made themselves the foremost authority on all time travel.
Any scientist who invents a time machine, is taken to
their world and is forced to submit an application for a time travel license,
to ensure that whatever changes they make in the past won't have an adverse
effect on the present, like, say, somebody changes a moment in time and the
altered history triggers a series of events that will result in the premature
death of the universe.
If they deem somebody unworthy of time travel or
changes history in such a way that leads to catastrophic events, instead of
killing the individual, they travel back in time to the individual's youth
erase all knowledge of and desire to time travel from their minds. They believe
in more humane ways of punishment.
