I actually enjoyed this low budget action flick, as Cage plays a disgruntled cop who has a young teenager on a ride along in his patrol car and they both get involved with a bank heist with former soldiers turned mercenaries. He is helped by fellow officers and an Interpol agent as they try to stop the bad guys.
Like I said, it is low budget but it has a decent script and some good acting from the cast.
"211" is a Police code for Bank Robbery, I think.
I will rate this film a score of 6/10.
