He's an old pagan trickster spirit, and on Halloween night he seeks out and rewards those who keep the festive spirit alive with treats, and punishes those who mock the holiday with mischievous tricks.
At the end of the night, just before dawn, he will use his lantern to find any restless spirits who have not returned to the realm of the dead, and will guide them back to their world after a night of merrymaking.
