I think that Major General Franklin Kirby organished the whole thing.
He hired Bennett to assassinate his former unit and kidnap Jenny, the daughter of Colonel John Matrix.
The reason for it all, is that Kirby put in so much money in training Matrix and he wanted him back, working as his personal assassin.
When Matrix refused to come back at the end of the movie, he told him that he will be back, implying that he will try again, maybe kidnap Cindy or Jenny again
